Originally known as Paepaekumana, the local Mori iwi (tribe) gifted 50 acres of land to the Crown in the late 1800s for the benefit of the people of the world. The land contained a geothermal area with several therapeutic hot pools. Following the ratification of the original gift in 1883, the reserve was vested in the Government of New Zealand in 1898 as an area where the thermal waters could be used and promoted as a health spa similar to those in Europe.

Legend tells us that a beautiful young woman named Kuiarau was bathing in the waters when a taniwha (legendary creature) dragged her to his lair below the lake. The gods above were angered and made the lake boil so the Taniwha would be destroyed forever. 2: Giant Pohutukawa TreeThis very large old tree, estimated to be approximately 600 years old is the last remaining pre-European Phutukawa on the Mt Maunganui sand bar and has local Ngäi Te Rangi Iwi significance. It has been reported that in the early days of settlement, several skeletons of pre-European origin were located at the tree's base in a kneeling ceremonial position. Mori leader Kihi Ngatai (Ngai Te Rangi) was quoted in the Bay of Plenty Times that during Cyclone Bola several of the branches broke off and that local Mori would not allow council to cut the tree, as the deceased were once hung from the branches until they decomposed.
